Founded in 2015 on a tradition of excellence and a progressive attitude, CY Poon and & CM Lim with offices in Segamat, Muar, Kuala Lumpur and Selangor is a boutique law firm committed to providing creative, sophisticated, professional and personal legal services to our clients include individuals, startup businesses, privately held companies, investors, philanthropists and non-profits organizations (including faith-based organizations). FOUNDER
Poon Ching Yee

Founding CY Poon & Associates, Ms. Ching Yee has been practicing law since 2012. After earning her Bachelor of Laws (LL.B)(Hons.) degree from University of Leeds in United Kingdom in the year of 2010, she pursued her Certificate of Legal Practice in Brickfield College, Kuala Lumpur and was subsequently admitted to the Malaysian Bar on 5 October 2012.
Ms. Ching Yee joined Messrs Tan & Lee, Advocates & Solicitors, Johor Bahru and chambered under the guidance of Ms. Lee Mei Yeng. She practised in the same firm since her pupillage time until 31 July 2015 as an associate. During her years there, she was given the opportunity to take part in drafting works and to handle various reputable developers’ projects in Johor Bahru — Austin Heights II, Horizon Hills, Fortune Hills @ Bandar Baru Kangkar Pulai, Planetium Industrial Park, Frontier Industrial Park and Smart Industrial Park to name a few. On top of that, she also has experience in handling various types of banking or loan documentation for different financial institutions.
Over the years, Ms. Ching Yee has helped individuals and businesses with a variety of personal and business transactions. Individuals come to Ms. Ching Yee for assistance with real estate, wills, estate planning, family and probate transactions, while her business clients utilize her experience to provide guidance with contract drafting and negotiation, mergers and acquisitions. She also has been a part of numerous real estate developments in the area, and continues to represent owners as their properties evolve.

Lim Chiou Min
LL.M (International Business Law) NUS
Ms. Chiou Min graduated with a Bachelor of Laws (LL.B)(Hons) degree from University of Leeds in United Kingdom in the year of 2010 and later in 2014, she was conferred the degree of Master of Laws (International Business Law) by National University of Singapore. She was admitted as an Advocate & Solicitor of the High Court of Malaya in 2012.
Prior joining the firm as a Partner, Ms. Chiou Min worked as an associate in several leading firms focusing on the corporate and commercial advisory work, with particular emphasise in areas of mergers and acquisition, take over, initial public offerings and other fund raising exercises and advising on general corporate and commercial laws.
She mainly practises in the area of capital markets, corporate and commercial, corporate finance and general regulatory advisory but with focus on conveyancing and estate, banking and finance, will, probate and non-contentious family matters. She has extensive experience in capital market transactions, corporate and commercial works include:
- advising on legal documentation in relation to various fund raising exercises undertaken by public listed companies (including IPOs, renounceable rights issue of ordinary shares with free detachable warrants and private placements);
- drafting of various underlying agreements and legal documents in respect of varied corporate exercises;
- advising on legislations including anti-money laundering and anti-terrorism financing legislation, privacy laws and establishment of regional office;
- advising on the regulatory framework and requirements of banking industry in Malaysia and conducting a legal due diligence exercise on a private financial institution in connection with the merger of the private financial institution with another Islamic banking financial institution in compliance with the Islamic Financial Services Act 2013;
- advising on unconditional take-over offer made in accordance with the Malaysian Take-Over Code 2010; and
- advising on and successfully obtained numerous stamp duty exemption applications under Section 15A of Stamp Act 1949.
Tan Yiing Fung
Ms. Yiing Fung graduated with a Bachelor of Laws (LL.B)(Hons) from the University of Leeds, United Kingdom in 2010. She was admitted as an Advocate and Solicitor of the High Court of Malaya in 2012.
She was retained by Messrs. Teh & Lee as an associate upon completing her pupillage and has been managing corporate, commercial and conveyancing portfolios before joining our firm as Partner in 2021. Her area of expertise encompasses equity and debt transactions such as mergers and acquisitions, joint ventures, corporate restructuring, initial public offerings, takeovers as well as private debt securities, corporate loans and private funds.
Throughout her legal career, she has represented businesses of all types, catering to start-up needs, protecting intellectual property rights, rendering legal opinions to financial institutions while resolving banking complexities. She is well-versed in regulatory compliance and acts in an advisory capacity for various corporate exercises involving listed entities.
Furthermore, individual clients facing real estate issues have regularly engaged her in sale and purchase of properties, leases, and landlord-tenant disputes. She has also represented numerous families in the administration of estates as well as drafting of Wills, Power of Attorneys and Trusts.
Lim Wei Vin
Mr Lim Wei Vin read law in the University of Hull in United Kindgom and graduated with a Bachelor of Laws (L.L.B) Hons in year 2016. He then pursued and earned his Certificate of Legal Practice in year 2017. Mr Lim chambered in Messrs Khairin-Nisa’ & Co and was admitted as an Advocate and Solicitor of the High Court of Malaya in year 2018.
In his early career, Mr Lim engaged in conveyancing practice including developer’s housing development projects, sub-sales and tenancy matters.
Throughout his practice of law, Mr Lim has established his interest towards Dispute Resolution across the board and advised clients from different sectors and various industries. In particular, Mr Lim has acted for his clients on the following matters:

- Professional Negligence

Besides, Mr. Lim handles family matters such as divorce petition, applications for child custody and adoption order.
He also assists his clients on Will Drafting, Probate and Estate Administration.
As a volunteer, Mr Lim speaks for human rights and provides legal supports to meet the welfares of women, migrants and foreign workers in Malaysia. He serviced Tenaganita, a non-governmental organization (NGO) which aims to preserve the rights of women, migrants and refugees.
Leo Low Boon Hor
Mr. Leo Low obtained a LLB Honours degree from the University of Aberystwyth, Wales in 2012. Thereafter, he obtained his Certificate of Legal Practice in 2013. Following this, he underwent pupilage with Messrs Teh & Lee and was admitted as an Advocate and Solicitor of the High Court of Malaya in 2014.
Mr. Leo Low is a
highly experienced and knowledgeable corporate lawyer who has built a sterling
reputation in the legal industry. He is particularly renowned for his expertise
in a wide range of corporate finance matters, including capital markets, securities
regulations, joint ventures, and general corporate and commercial drafting and
advisory works.
With a deep
understanding of the legal and financial aspects of initial public offerings,
cross-border listings and global offerings, mergers and acquisitions, and debt
issues including medium-term note programmes, exchangeable and convertible
bonds, Leo has played an integral role in the successful execution of numerous
high-profile transactions.

Wee Kuei Ping
Ms. Kuei Ping holds an LLB Honours degree from Multimedia University, which she obtained in 2015, after which she completed her pupilage with Messrs Teh & Lee and was subsequently admitted as an Advocate and Solicitor of the High Court of Malaya in 2016.
Ms. Kuei Ping has
cultivated a strong specialisation in real estate law, particularly in the
areas of project development, property financing, corporate financing,
acquisition of properties, as well as leases and tenancies for shopping malls
in the Klang Valley. Her expertise extends to the facilitation of sale and
purchase transactions and the provision of advisory services for the
acquisition of lands, having worked closely with major property developers in
Malaysia, including those that rank amongst the top 10 in the country.
Additionally, Ms. Kuei Ping has been called upon to provide counsel to local
banks in the completion of financing facilities for a wide range of public
listed companies.
Hazel Tan Tze Ling
MBA, Staffordshire
Ms Hazel Tan graduated with a Bachelor of Laws (LL.B)(Hons) degree from University of the West of England, Bristol, United Kingdom in year 2016. She then continued to pursue a master degree in Business Administration from the Staffordshire University and obtained her Certificate of Legal Practice in 2018. Ms. Hazel Tan chambered with Messrs Teh & Lee and was later called and admitted as an Advocate and Solicitor of the High Court of Malaya in year 2020.
After her admission, she joined Messrs Julius Leonie Chai and was given the opportunity to assist and involved corporate and commercial matters such as the listing and initial public offering (IPO) of Malaysian companies involved in oil & gas industry and telecommunication industry on the Main and GEM Board of the Hong Kong Stock Exchange.
In April 2021, Ms Hazel Tan joined Messrs Teh & Lee and continued to broaden her area of expertise in corporate, capital market and real estate matters, where she focused on equity transactions and involved in the provision of corporate advisory services which include amongst others initial public offerings on the ACE Market of Bursa Securities Malaysia Berhad, mergers and acquisitions for both local and foreign companies, conducting legal due diligence exercises and handling real estate subsale matters.
